HUMANDREAM Workforce Alliance is led by people who have spent their careers building the institutional infrastructure that helps first-generation and community-embedded students belong in systems those systems were not originally built for. Our Executive Director grew up in the communities HWA serves. Our advisors bring decades of authority in workforce policy, community college leadership, Wraparound systems, and outcomes governance at the state and national level. Together, this team carries HWA's commitment to build workforce infrastructure that respects the knowledge already held by the communities we serve, and that connects that knowledge to credentials, placements, and long-term careers.

Mesan Che Richardson is Executive Director of HUMANDREAM Workforce Alliance, a California 501(c)(3) that prepares credentialed community health workforce for long-term careers across Los Angeles and Orange counties. He grew up in South Central Los Angeles in a single-parent household shaped by food insecurity, addiction, incarceration, abuse, and periods of homelessness. Not as a statistic, but as the daily reality of a childhood where survival was never guaranteed and the question was not what they were going to eat but whether what they had could be stretched far enough. He worked part-time jobs through high school and college alongside financial aid and student loans to put himself through and graduate. Those years gave him something he did not recognize as a gift until much later: an early, unshakeable understanding that the people who need systems the most are almost never the people those systems were built to serve. He was an Educational Opportunity Program student, a first-generation student from a community the institution was not built for. He then spent twenty years inside Educational Opportunity Programs at California State University, Northridge, designing and building the infrastructure that allowed other first-generation students from South Central and adjacent communities to walk into higher education and actually belong. That work revealed a pattern he could not stop seeing. The people closest to a problem almost always hold the knowledge to solve it. What is consistently missing is the architecture connecting that knowledge to the credentials, the placements, the retention support, and the institutional capacity to build careers from it. HUMANDREAM Workforce Alliance was built from that observation. It exists to be the placement and retention infrastructure that turns California's community health credentialing pipeline into long-term careers for the Scholars, families, and communities the credentialing system was not originally designed for.

I come from La Colonia in Oxnard, a community that taught me both the realities of structural barriers and the power of people who refuse to let those barriers define their future. My path—from a Ventura County Community Foundation scholarship student to graduate study at CSUN, UCLA and the Geneva Graduate Institute in Geneva, Switzerland and from community-based work in Oxnard to work with UN institutions—has shown me that talent is everywhere, but opportunity, encouragement, and access are not. I believe every young person, especially those from historically marginalized communities, deserves the space, support, and practical pathways to define success on their own terms, learn from failure without being defined by it, and pursue a life of dignity, purpose, and economic mobility. My work in youth research, housing and homelessness policy, peacebuilding in the Holy Land, and global development has reinforced my conviction that meaningful workforce development begins by listening to young people’s stories and treating their lived experience as expertise. Through the HUMANDREAM Workforce Alliance, I want to help transform hope into opportunity. We can improve the physical environment through housing, education, employment, and community investment, but lasting change also requires nurturing the internal conditions that allow people to believe in their own potential: belonging, safety, confidence, peace, and a sense of possibility. I am committed to building partnerships that reduce the barriers young people face, connect them to skills and careers, and ensure that they are not merely recipients of programs but leaders in shaping their own futures.

This combination of institutional knowledge and personal community experience is the same quality of perspective that defines the workforce HUMANDREAM’s programs are designed to develop, and it is the reason her advisory work at HUMANDREAM is substantive rather than nominal. As Co-Chair of the United Nations Association USA Human Rights Affinity Group, her network connects HUMANDREAM Foundation’s governance and program work to the UN ECOSOC-accredited global civil society ecosystem spanning 190 countries. This network bridges HUMANDREAM’s community-rooted programs across California, Kenya, and the Democratic Republic of Congo to the international human rights and development networks that amplify their reach and institutional credibility. As Chair of the American Public Health Association’s Health Informatics and Information Technology Section, she brings directly applicable expertise in health data systems, workforce accountability infrastructure, and public health technology. Her public health informatics expertise directly governs the outcomes tracking infrastructure for HUMANDREAM’s CHW Corps initiative, measuring graduate employment rates, CHW retention, service delivery metrics, and health outcomes. The accountability architecture she has shaped ensures that CHW Corps produces the verified, employer-facing evidence base required by future funders, Medi-Cal payers, and workforce partners. Her direct service career spanning 7,000 or more case investigations in system-impacted families and communities across Los Angeles County informs HUMANDREAM Foundation’s provider accountability framework across all three active programs. The combination of investigative rigor and community trust that characterizes effective child welfare and emergency response work is the same combination HUMANDREAM’s workforce and governance programs are designed to build in the people and systems they serve.

Jarred “Jay” Vermillion, a Wraparound Expert Consultant (WEC) is a highly respected and recognized individual in the field of child and family services. He has a deep understanding of Wraparound and is able to use that to help transform systems, programs and communities. He uses his expertise to help organizations and communities transform the way they support children and families. As a niche expert, he is often sought after by organizations and communities that are looking to implement the Wraparound process. He provides guidance and support on everything from planning and implementation to training and evaluation. He also has played a key role in advocating for Wraparound services and raising awareness of benefits. As a transformation champion, he is passionate about making a difference in the lives of children and families and committed to helping organizations and communities create systems of care that are more effective, efficient, and humane. As a motivational speaker, he shares his stories and expertise with others in order to inspire and motivate them to make a change in the world. He speaks at conferences, workshops, events, as well featured in articles and blog posts to share his knowledge and insights. The authority, recognition, and respect he has earned as a Wraparound Champion is well-earned. He collaborates with experts in their field and together are committed to making a difference in the lives of children and families. He’s spent his career partnering with channel partners, telcos, software vendors, and ISPs to build solutions that meet real client needs, experience he now brings to technology audits, project management, and cost reduction strategies that help resource strapped organizations do more with less. Outside work, Michael plays guitar, chases beer league hockey glory, snowboards with his daughter, and naps on boats. Whether at work or play, he loves connecting, creating, and making an impact, the same values he brings to every nonprofit partnership.
